Scott Walker, the former Governor of Wisconsin, has attributed the death of Ukrainian refugee Iryna Zarutska to liberal policies that allow repeat offenders to evade incarceration. Walker expressed his views on X, stating that the suspect should have been imprisoned.

“The Governor Josh, Stein Roy Cooper and all of the other liberals who support a system that treats the criminal justice system like a revolving door are part of the problem,” said Scott K Walker. “Iryna Zarutska would still be alive if this evil man was behind bars in the first place.”

According to WXII12, Decarlos Brown Jr., who is charged with murdering Zarutska on a Charlotte light rail train on August 22, 2025, had a criminal history involving 14 prior arrests in Mecklenburg County. His convictions include breaking and entering, armed robbery, and firearm possession as a felon. This case has raised concerns about bail practices and judicial oversight.

The North Carolina Sentencing and Policy Advisory Commission reports that among 16,340 individuals released from prison in 2019, nearly 49% were re-arrested within two years. Approximately 20% were reconvicted, and around 36% of those re-arrested were reincarcerated. These statistics highlight ongoing challenges with recidivism in the state.

Research by Advancing Pretrial in 2024 indicates that expanded pretrial release policies did not lead to increased violent crime rates. Most defendants released pretrial did not return to custody, suggesting that broader release practices do not directly correlate with crime outcomes across states.

Walker served as the 45th Governor of Wisconsin from 2011 to 2019 and was previously Milwaukee County Executive. He ran for the Republican presidential nomination in 2016 and has since focused on conservative advocacy, fiscal policy, and political commentary.
