Janesville police are still investigating the shooting death of a 30-year-old local man, shot and killed while on the job to become the city’s first 2022 homicide victim.
While authorities have still not publicly identified the victim, officers quickly moved to charge Kevin L. Todd in connection with the shooting that took place at Precision Drawn Metals.
Though he had only been an employee at Precision Drawn for only seven days, investigators said Todd claims he was bullied at the workplace.
“With that small number of days working, it’s hard to identify or intercede if in fact there were any bullying in the workplace,” Janesville Police Chief David Moore added.
Janesville Police Lt. Mark Ratzlaff told Channel3000.com that workers at the plant quickly fingered Todd as the shooter after beginning CPR on the victim before paramedics arrived on the scene.
“I think that was extremely beneficial in getting the resources to the victim,” Ratzlaff added. “Unfortunately, the level of his injuries didn’t allow them the time to save the victim’s life.”
Todd, who reportedly fired four shots during the incident, was taken into custody at Highway 213 and Highway 11 early Tuesday evening after a short chase. Inside the vehicle, investigators said they found six guns, including the alleged murder weapon, along with ammo, marijuana and over $2,000 in cash.
Authorities added Todd was not a “prohibited person,” meaning he could legally possess guns. He now faces potential charges of first-degree homicide and three counts of first-degree recklessly endangering safety. He is being held at the Rock County Jail, awaiting formal charges.
Ratzlaff noted investigators still have work to do.
“The way this one happened is very rare and unique that the suspect flees the scene and within 45 minutes they’re located and they comply and they’re in custody,” he said. “That’s not generally how these go."
