Troupis: Absentee voting, other areas of concern plague election

An attorney for President Donald Trump’s campaign spoke during a committee hearing yesterday on voting irregularities, saying that they found incomplete and altered certificates when examining absentee ballots.

James Troupis said the Wisconsin Legislature found that the privilege of voting absentee had to be carefully regulated to prevent fraud and abuse.

“Uniquely we are able to examine an actual envelope that contains the ballots submitted by absentee voters,” Troupis said. “This allowed us to identify by person, by address — not conspiracy, the real names are in the record — and here's what we found. We found incomplete and altered certificates, those are certificates on the front of the envelopes that have to be done exactly correctly under law.”

Troupis said more than 3,000 have been identified that were counted even though they were clearly invalid under the law. He said clerks are also supposed to initial the absentee ballots, but when they were examining ballots, there were more than 2,000 ballots that weren’t initialed at all, but they were still counted.

“We also have special laws in Wisconsin in regard to voting in advance — we do not allow advanced voting, in person and other voting as absentee,” Troupis said. “Anything before election day is under absentee rules. What did the city of Madison do? They created a system where people could arrive and park and hand in their ballots in envelopes five weeks before the election.”

Troupis said they also created boxes that had no controls at all that were simply boxes on corners for ballots to be dropped off.

Troupis said as many as 170,000 ballots were submitted without any application submitted.

Troupis said there were only 3 million people who voted properly in Wisconsin during the election. He said tens of thousands of ballots were commingled with other ballots afterward so that they weren’t able to tell when the ballots were turned in.
