Wisconsin is gearing up for a significant decision come August 9 as voters will have the opportunity to approve two constitutional amendment questions that could reshape the state's approach to federal funding. If passed, Wisconsin would join 34 other states in granting governors and legislators authority over major federal funding allocations.
The push for these amendments stems from concerns about the lack of legislative oversight over billions in federal funding, as highlighted during the pandemic. The State Legislative Audit Bureau has criticized Gov. Tony Evers and his administration for a lack of transparency and delays in the dispersal of federal funds, with over $1.1 billion of allocated funds still unspent.
Rep. Robert Wittke, one of the authors of the joint resolution for the constitutional amendment, emphasized the importance of transparency and accountability in government spending. He stated, "Citizens ought to be able to know how their governor, regardless of party affiliation, is making choices about where to direct huge sums of federal money."
The proposed amendments aim to ensure that major federal spending decisions are made jointly by the governor and the legislature, providing a system of checks and balances. Wittke highlighted that the amendments are not about party politics but about empowering representatives to have a say in how federal funds are allocated.
