Outdated Minnesota liquor laws brought Jon Kreidler’s Tattersall Distilling to River Falls, Wisconsin. Governor Tim Walz’s new taxes over the past year have made Kreidler look like a genius.

Sweeping tax increases, passed last year after Democrats gained control of both houses of the Legislature while the state sat on a COVID-fueled $17.5 billion surplus, have left Minnesotans, particularly those in border counties with Wisconsin, frustrated.

As the Badger Institute pointed out earlier this month, Minnesota has been losing population and revenue for several years due to its high tax and regulatory structure.

A closer look shows details of this trend. As of 2022 U.S. Census data, the top destination for Minnesotans was Wisconsin, with 19,307 relocating that year. In contrast, 18,702 Wisconsinites moved to Minnesota during the same period.

IRS data tells a similar story with an additional twist. Between 2021 and 2022, 8,211 households moved from Minnesota to Wisconsin while 7,559 moved in the opposite direction. The households moving east to Wisconsin had higher incomes than those going west; Minnesota households moving to Wisconsin earned 28% more than Wisconsinites headed to Minnesota. The average household income for those moving from Minnesota to Wisconsin was $82,001 compared to $64,061 for those moving from Wisconsin to Minnesota.

The full impact on the border area is just beginning to be felt as many businesspeople say these tax increases are part of ongoing decisions by Minnesota politicians that began with federal COVID funding disbursement and have affected middle-class residents and small businesses significantly.

Kreidler decided to close one of Tattersall's cocktail rooms in Minneapolis at the end of 2024 and expand operations in River Falls. Despite changes in liquor laws since then, Kreidler's decision remained firm due to other burdensome local and state regulations in Minneapolis.

“It’s tough enough to run a small business in Minnesota,” Kreidler said. “But the added (tax) pressures are becoming too much for a lot of people.”

Business leaders criticized Walz's actions during the COVID health emergency and his administration's allocation of surplus funds towards social welfare programs rather than addressing broader economic needs.

“What he’s done has been devastating for our state’s businesses,” Pete Stauber told the Badger Institute. “He’s betrayed the people of Minnesota.”

Minnesota currently has a corporate income tax rate of 9.8%, compared to Wisconsin's rate of 7.9%. Additionally, Walz pushed through an increase in sales tax for seven counties including Minneapolis and St. Paul from 7.125% to 8.125%, whereas Wisconsin maintains a sales tax rate of 5%.

Other legislative measures include large child tax credits and generous paid sick leave laws which some see as catering more towards specific interest groups rather than addressing broader economic concerns.

Stauber noted that his constituency along northeastern Minnesota shares significant concern over these issues as they affect working- and middle-class residents most heavily.

“I have people telling me they are getting out or they would get out if they could,” Stauber said.

The Badger Institute contacted Gov. Walz’s press office but did not receive a response before publication.

Howard Root publicly criticized recent tax policies after selling his medical tech company Vascular Solutions for $1 billion last year: “Even in the face of a massive $17 billion surplus...the Legislature just raised my sales tax.”
