Scarlett Johnson, a mother of four from Ozaukee County, said Wisconsin Assembly Bill 100 would ensure "fairness, safety, and opportunity" for Wisconsin girls.
The proposed legislation would prevent boys from participating in girls' school sports.
“Assembly Bill 100 is a critical step toward ensuring fairness, safety, and opportunity for our daughters,” said Johnson in March 6 testimony before the Assembly Committee on Education. “And as a mom of four daughters, it’s very important to me.”
“I want to uphold the promise of Title XI enacted in 1972 to ensure equal opportunity for women and girls in education including in athletes,” said Johnson. “But when we allow males to compete in girls sports we don’t just tip the scales, we shatter the playing field.”
Title IX is a federal law enacted in 1972 that prohibits discrimination based on sex in educational programs and activities that receive federal financial assistance. Johnson said allowing boys compete in girls' sports undermines the original intent of Title IX by placing girls at a competitive disadvantage.
Wisconsin is currently among 23 states that do not have a ban on boys participating in girls sports, reported The Sconi in February.
While 27 states have enacted laws or policies restricting boys from participating in girls sports, the remaining 23 states, along with the District of Columbia and five U.S. territories, do not have bans, and allow boys to participate in girls' sports.
Johnson, who heads up the Ozaukee Moms for Liberty chapter, gained national recognition after being sued for defamation in 2024 for criticizing a school district’s policies on social media. The Wisconsin Institute for Law & Liberty (WILL) is defending her, arguing her statements are protected under the First Amendment.
Moms for Liberty, founded in 2021, has grown to over 130,000 volunteer members across the U.S., including a strong presence in Wisconsin, where it advocates for parental rights, opposes "gender ideology" in schools, and supports policies like Assembly Bill 100 to prevent boys from participating in girls sports.
