Scott Walker, former governor of Wisconsin, said that Title IX legally protects women based on sex, not gender identity. He called for the federal government to withhold funding from Maine until the law is upheld. This statement was made on X on April 13.
"The law is clear. Title IX protects women in higher education; legally based on sex, not gender identity," said Walker. "The law must be upheld. Men must not be allowed to compete in women's sports. The federal government should withhold funds from Maine until the law is upheld."
According to CBS, Title IX is a federal civil rights law enacted in 1972 that prohibits sex-based discrimination in any educational program receiving federal funding. In April 2024, the Biden administration expanded Title IX to include protections based on gender identity, prompting opposition from several states. Maine officials announced they would not enforce the new regulations, stating they would continue following the Maine Human Rights Act instead.
The Movement Advancement Project (MAP) reported that as of April 2025, 24 U.S. states have laws or policies banning transgender youth from participating in school sports consistent with their gender identity. These bans primarily target K–12 schools and are part of a broader wave of legislation on transgender rights in education. MAP tracks these restrictions, noting significant variation in enforcement and legal challenges across states.
According to VPM, in January 2025, a federal judge in Texas struck down the Biden administration’s 2021 Title IX guidance that expanded protections to LGBTQ students. The judge ruled that the Department of Education had overstepped its authority by interpreting Title IX to include gender identity and sexual orientation without congressional approval. The decision added to ongoing legal uncertainty regarding the scope of Title IX protections across the country.
Walker was announced as president-elect of a foundation in February 2021. The former two-term governor of Wisconsin was selected to lead the organization’s efforts to promote conservative values among young Americans. He officially began serving as president in 2021, focusing on student engagement, campus events and leadership training.
