Scott Walker, the former Governor of Wisconsin, has called for the Legislature to urgently convene to expel a judge arrested for obstructing an immigration operation.
"The Members of the Wisconsin Legislature should vote to remove disgraced Milwaukee County Circuit Court Judge Hannah Dugan from office," said Walker. "It requires a two-thirds vote. They should come in for an extraordinary session ASAP and remove her from office."
On April 25, 2025, Judge Hannah Dugan of the Milwaukee County Circuit Court was arrested by the FBI for allegedly obstructing a federal immigration enforcement operation. According to The Washington Post, Dugan is accused of guiding an undocumented immigrant and his attorney through a non-public courthouse exit to evade Immigration and Customs Enforcement (ICE) agents, prompting accusations of obstruction. Her defense claims she acted within the bounds of judicial independence, but the case has raised national debate over the judiciary’s role in immigration enforcement.
The Wisconsin Judicial Commission oversees misconduct complaints and disciplinary procedures involving state judges, ensuring integrity in the judiciary. According to the Wisconsin Court System, the Commission investigates ethical violations and can recommend disciplinary action, though formal removals remain rare. It plays a key role in maintaining public confidence in the legal system.
Under Article VII, Section 13 of the Wisconsin Constitution, judges may be removed by address of both legislative chambers with a two-thirds vote in each. As outlined by Justia and the Wisconsin Legislative Council, judges are entitled to notice of charges and an opportunity to respond. Alternatively, impeachment is possible for corrupt conduct or criminal offenses.
Walker served as Wisconsin’s 45th governor from 2011 to 2019, gaining national attention for passing Act 10, which limited collective bargaining for public sector unions. Since leaving office, he has remained active in conservative politics, contributing commentary and supporting Republican candidates and policy initiatives.
