Representative Tom Tiffany of Wisconsin has announced a legislative initiative alongside Representative Chip Roy aimed at reducing federal funding for sanctuary jurisdictions. This announcement was made on the social media platform X.
"The border is secured, and illegal aliens are being deported," said Tiffany. "NEXT STEP: Rep. Chip Roy and I introduced the Sanctuary Penalty and Public Protection Act to strip federal funding from sanctuary jurisdictions."
In 2025, the Trump administration intensified immigration enforcement efforts by urging sanctuary jurisdictions to collaborate with Immigration and Customs Enforcement (ICE). These efforts included threats to withdraw federal funding and the deployment of National Guard units in certain states. Reports from Politico and The Guardian indicate that over 30 Democratic-led cities and states have opposed these measures, citing constitutional protections. Federal judges have intervened to block attempts to defund municipalities, highlighting ongoing legal tensions between local autonomy and federal authority.
According to U.S. border enforcement data from 2025, there has been a significant decline in activity, with Customs and Border Protection documenting approximately 952 daily encounters in May—a decrease of 93% compared to 2024—representing the second-lowest level recorded. Department of Homeland Security (DHS) statistics show that July witnessed 31,281 border-related bookings, while ICE detained 59,380 individuals by early August. Notably, more than 70% of those detained had no criminal convictions, indicating a substantial shift in immigration detention practices.
The number of sanctuary jurisdictions has grown considerably, with the Federation for American Immigration Reform (FAIR) identifying at least 1,003 such areas by mid-2025—an increase of nearly 80% since 2018. DHS and Department of Justice (DOJ) data reveal that numerous counties and major cities like New York, Los Angeles, Chicago, Boston, and San Francisco continue to be designated as sanctuary jurisdictions. This expansion underscores the increasing prevalence of local policies that resist federal immigration enforcement.
Tiffany has represented Wisconsin’s 7th District since 2020 after serving in the state legislature. According to House.gov, he is a member of the House Natural Resources and Judiciary Committees where he focuses on subcommittees related to energy, federal lands, crime, and immigration enforcement. Known for his conservative views on immigration and resource management issues, Tiffany has emerged as a notable Republican voice on border policy.
