Neenah man indicted on federal charges for production of child pornography

A Neenah, Wisconsin man has been indicted by a federal grand jury on two counts related to the production of child pornography. The indictment, issued on September 9, 2025, alleges that Jeffrey J. Haskell, age 26, used minor children to create visual depictions of sexually explicit conduct in violation of federal law.

According to the indictment, Haskell “knowingly employed, used, persuaded, induced, enticed, and coerced” minor children for the purpose of “producing a visual depiction” of the minors engaged in “sexually explicit conduct.” These alleged acts occurred on or about January 11 and January 24, 2025.

If convicted on either count, Haskell faces a mandatory minimum sentence of 15 years in prison and up to 30 years for each charge. He could also be fined up to $250,000 per count and would be required to register as a sexual offender under both state and federal law.

The investigation was conducted by the Neenah Police Department. Assistant United States Attorney Daniel R. Humble will prosecute the case.

Officials noted that an indictment is only a charge and does not constitute evidence of guilt. The defendant is presumed innocent unless proven guilty beyond a reasonable doubt at trial.

This prosecution falls under Project Safe Childhood, an initiative started by the U.S. Department of Justice in May 2006 aimed at addressing child sexual exploitation and abuse through coordination among federal, state, and local agencies.
