Tom Tiffany, Representative of Wisconsin, announced that he introduced a bill with Representative Jodey Arrington to block federal funds from states that issue driver's licenses to undocumented immigrants. The statement was made on the social media platform X.
"Giving driver's licenses to illegal aliens anywhere is a threat to Americans everywhere," said Tiffany. "That's why I introduced the Stop Greenlighting Driver Licenses for Illegal Immigrants Act with Rep. Jodey Arrington. It's time to pump the brakes on federal funding for states that allow this."

This legislation aims to penalize states issuing driver's licenses to undocumented immigrants by withholding certain federal funds. Supporters of the bill present it as a public safety measure intended to curb illegal immigration. The bill has been referred to the House Judiciary Committee for further consideration.
According to the Associated Press, as of 2025, 19 states and Washington, D.C., allow undocumented immigrants to obtain driver's licenses. This reflects a growing divide in how states approach immigrant integration and road safety. These policies have predominantly been enacted in Democratic-led states and continue to face challenges in Congress.
Studies indicate that granting licenses to undocumented immigrants improves safety outcomes. A study published in the Public Administration Review in 2025 found that licensing access was linked to fewer fatal crashes. Additionally, California reported declines in uninsured driving and hit-and-run incidents after passing AB 60 in 2015, according to Wiley and the California Department of Insurance.
Tiffany, a Republican from Wisconsin, has represented the 7th Congressional District since winning a special election in 2020. He serves on the House Judiciary Committee and focuses on immigration enforcement, energy policy, and federal land use. He is the lead sponsor of the Stop Greenlighting Driver Licenses for Illegal Immigrants Act.
