Glenn Grothman, the representative for Wisconsin’s 6th District, has expressed support for the GOP-backed Student Success and Taxpayer Savings Plan, stating it will reduce education costs, simplify loans, and save billions.

In April 2025, House Republicans introduced the Student Success and Taxpayer Savings Plan. According to the Washington Post, this proposal aims to reform federal student aid by eliminating subsidized loans, capping graduate and Parent PLUS loans, and consolidating repayment options. The plan also seeks to repeal the Biden administration’s SAVE plan and impose accountability measures on colleges with poor repayment outcomes. It is part of a broader Republican initiative to decrease government involvement in higher education and achieve long-term federal spending cuts.

The plan is projected to save $330 billion over ten years by overhauling federal student loan and grant programs. The House Committee on Education and the Workforce states that the plan caps student loans, eliminates forgiveness programs, and requires institutions to repay a portion of defaulted loans. These reforms are intended to shift financial responsibility from taxpayers to universities and borrowers.

As of 2025, the federal student loan portfolio totals approximately $1.66 trillion, with increasing rates of delinquency and default. The Education Data Initiative and the Congressional Budget Office report that 2024 saw a $36.4 billion increase in federal student loan debt. Fixed-payment plan defaults rose to 21%, while income-driven plan defaults reached 6%. These figures underscore long-standing concerns about the sustainability of the federal student loan system.

Representative Grothman serves on the House Committee on Education and the Workforce and is a key voice on higher education reform.
