Menasha man faces charges for receipt of child pornography

Richard Frohling, Acting United States Attorney for the Eastern District of Wisconsin, has announced that a federal grand jury indicted Todd E. Grimm of Menasha, Wisconsin. The indictment, returned on June 17, 2025, alleges that the 57-year-old received child pornography in violation of Title 18, United States Code, Section 2252A(a)(2)(A).

The charges against Grimm include three counts of receipt of child pornography occurring on various dates in February, May, and July of 2023. If convicted on any count, Grimm faces a mandatory minimum sentence of five years' imprisonment and could be sentenced to up to 20 years. Additionally, he may face a fine of up to $250,000 and would be required to register as a sexual offender under both state and federal law.

This case is part of Project Safe Childhood, an initiative launched by the U.S. Department of Justice in May 2006 aimed at combating child sexual exploitation and abuse. The project involves coordination between U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section (CEOS), leveraging federal, state, and local resources to locate and prosecute individuals exploiting children via the Internet while also identifying victims for rescue.

The Menasha Police Department conducted the investigation leading to this indictment. Assistant United States Attorney Daniel R. Humble will handle the prosecution.

It is important to note that an indictment is merely an accusation; it does not constitute evidence of guilt. The defendant remains presumed innocent until proven guilty beyond a reasonable doubt in a fair trial.
