The Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) has announced the opening of registration for its 2025 Humane Officer Training Program. The program is scheduled to take place from September 22 to 26, 2025, at the DoubleTree by Hilton in Madison.

This training is intended for individuals seeking appointment as humane officers as well as certified law enforcement officers who require instruction in handling animal welfare complaints. DATCP is partnering with the University of Missouri-Extension Law Enforcement Training Institute to deliver this course.

According to DATCP, the training consists of a 40-hour curriculum designed to provide participants with essential knowledge and skills related to animal welfare investigations and law enforcement. Topics covered include laws and legal authority, search and seizure procedures, investigating animal crimes, recognizing signs of animal abuse and neglect, understanding the connection between domestic violence and animal abuse, evidence collection, and forensic documentation.

The program will be led by professionals with backgrounds in veterinary medicine, law, and law enforcement. Attendance at this training is mandatory for all newly appointed humane officers in Wisconsin within their first year on the job.

Humane officers are responsible for responding to reports of animal neglect or abuse within their communities. Their duties also include assisting with public health programs related to animals and promoting responsible pet ownership through both education and enforcement measures. In Wisconsin, individuals who are not members of law enforcement but wish to serve as humane officers must be appointed by a local governing body.

Once appointed, humane officers have several responsibilities: they investigate complaints regarding animal abuse or neglect; enforce pet licensing requirements; uphold statutes concerning animal cruelty; help control rabies outbreaks; seek subpoenas; issue citations; and request prosecution when necessary. Often, these officers focus on educating pet owners about proper care in order to prevent future violations rather than immediately pursuing legal action.

“Humane officers play a critical role in local communities by responding to complaints of neglect, assisting with public health programs, and ensuring responsible pet ownership through education and enforcement,” stated DATCP representatives.
